Dennison sends sewer fee proposal to Penn Lake

(by Seth Isenberg - August 25, 2010)

Supervisors in Dennison Township have sent a draft agreement to Penn Lake Borough, proposing to split a tap-in fee from Dennison sewer customers, onto the Penn Lake owned line. Property owners will need to pay for the cost to connect, and buy their own grinder pump. Supervisors voted 3-0 to approve a $3,000 fee.
It was also decided to advertise the sewer-tapping ordinance.
Paperwork has arrived to allow the township to proceed with getting bids for the paving of Red Shale Pit Road. Ads were to run in this paper and the Speaker.
Planner Jack Varaly reported that the township received more surveys, and needs to have even more responses to qualify the township for its comprehensive plan grant. In addition to contacting the township officials for a paper copy, you can find the survey on the Internet by going to the address below.
Varaly will be submitting a model stormwater ordinance for the township at the September meeting. He is also working on the ordinance about what uses are allowed in flood plains.
Varaly led a discussion, initiated by secretary/treasurer Stevie Stortz, about Marcellus Shale drilling ordinances. He noted that regulation of mineral extraction can be by zoning district only—drilling would be a conditional use. It was noted that the legislature is looking into passing some regulations.
Weaver announced that she has three qualified volunteers to serve on the township’s Uniform Construction Code Board of Appeals: James E. Jarick, Charles Weaver III and Michael King. Ed Jarick was appointed to be the alternate to the zoning hearing board, filling a vacancy due to the resignation of Clarence Fisher.
Roadmaster Clarence Fisher reported that he is cutting some weeds, clearing some drainage ditches, and that the bucket to the backhoe needs welding. He will also patch some of the holes on Lake Francis Road.
Secretary/treasurer Stortz submitted her reports showing expenses of $8,654.
In other reports, White Haven Police reported 27 calls for service including two disorderly conducts and a burglar alarm. Fines of $724 were generated. Officers continue to stop truck traffic on Route 437. Supervisor Sheila Weaver again thanked police for slowing down the trucks that are using Tunnel Road.
The Dennison Twp. Fire Co. reported responding to 8 calls in July, 4 vehicle accidents, 3 dwelling fires and a search.
Supervisors passed an ordinance opposing forced mergers of townships, and approved applying for a Federal hazard mitigation grant to fix the water problem caused by the too-small drain under the railroad tracks.
Attending the meeting were supervisors Russell Miller, Weaver and Michael Mack, Stortz, Varaly, Fisher, and zoning officer Keith Wheeler, three citizens, the representative from State Rep. Boback’s office and this reporter. The next Dennison Twp. supervisors meeting will be Wednesday, September 1, starting at 7:30 p.m.
